Is buying traffic safe for website SEO?

There are different ways of getting traffic. Off-page and paid traffic.

Off-page SEO:  Getting traffic by off-page SEO one can do it themselves or outsource it.

One can game Google by having your off-page SEO outsourced. One needs to be careful whom they employ.

When outsourcing to private blog networks or PBN’s and Google finds you out you’re playing them in a way their algorithm doesn’t like, your site could get deindexed or get a manual penalty for unnatural inbound links. It’s against Googles their terms of service.

Saying all that, having a PBN and control of the anchor links is powerful stuff. You can always remove the links if you get penalized.  Using PBN’s you will have leveraged authority and trust and will have save a ton of time.

Paid Traffic: If the traffic converts when running ads on an ad network and you are profiting, it makes sense.

Only problem is, if the bounce rate gets high, the Google algorithm might take a second look at your site and lower it’s ranking.

But consider this, if buying traffic from Google Adwords did not bring value to their customers and themselves, Google could likely lose a lot of profit and kill their reputation.
